This color scheme is appropriate because I've incorporated both green and blue colors, which are often used in healthcare logos, along with red, and these colors also represent prosperity, security, growth, safety, trustworthiness, friendliness, etc. The accent/callaction color works well because it is complimentary to the blue background which it will be on.
Scott, I like that you chose an accent other than red, but think that reading dark green on blue will be difficult for most readers. I would suggest turning the background of the text to white to create better contrast. I like your navigation colors, and then would change your main banner to the blue.
